Paper is useful for answering "how many tags does the typical web page use?" but lacks any size information (ave size of web page). Apparently the authors have reported some size info available here: http://www.optimizationweek.com/reviews/average-web-page/

The service is similar in scope to EndNote or RefWorks or any other reference manager like BibTeX, but it is a social bookmarking service for scientists and humanities researchers.
