?Conjecture-first? problem solving

X Abstract

This paper is about rethinking the ?steps? people go through when trying to solve complex social problems as in organizational decision making, socio-technical system design or social inquiry. It will be argued that these steps to problem solving have been misconstrued, wrongly assuming that there can be, or should be, some process of impartial thought before a solution is selected. This argument will be supported by revisiting the words and examples of Dewey, Polya and Mintzberg rather than drawing on the psychology or cognitive science research. The implications for being more accepting of how people actually think are then explored. Copyright © 2005 John Wiley & Sons, Ltd.
