Organizing downloaded papers

Why our folders filled with pdf-files of articles are so helpless and resebmle a big dump but not a place for scientific information storage? Saying directly, why do I need to store these full-text papers on my PC accepting that I currently do not read them and cannot suggest when I plan to do that?

Knowing everything but understanding nothing. Reading everything but knowing nothing. Storing everything but reading nothing. Understanding everything but storing nothing.

The more we read, know and understand, the less we need to store this information on hard. Lots of papers but no sense. There're two ways to solve: to read more or to get rid more of them. Both are not a solution indeed: in the first case, you need not only to read but also to understand, i.e. make links in your mind, incorporate new knowledge into previous one; in the second one, you reconsile with the notion that this deleted stuff is not usefull for you at all, but it's not true. You can spend much time tagging and sorting your articles but is any reason for that if you do no know what these papers are about?
