The paper discusses the idea of Leverage Points in complex systems. The basic premise is that finding leverage points in CS is not intuitive and requires a proper study to determine. A series of 12 generic levels of intervention in a system is outlined and they are ranked in order of their ability to affect the system. A very interesting read. :)
