AbstractAbstract The current paper approaches the theoretical and practical fundamental issues concerning the use of meritocratic criteria in the public performance evaluation. Based on the papers dealing with the meritocratic approach for the creation and development of a civil service system or the papers applying the statistical methodology concerning the meritocratic features in the private sector, our research inscribes within the area of New Public Management development, referring especially to the performance evaluation, taking into consideration the meritocratic criteria. The individual performance inscribes within the organisational performance for a public organisation, which represents by excellence a bureaucracy. Therefore, the evaluation of the “distance” towards meritocracy will be achieved within an organisational framework and the conclusions being valid for the civil service system level, reflecting civil services development. The Romanian civil service system is analysed during a period of 4 years, thus representing an outstanding example for the theoretical considerations. The paper proves scientifically and describes a statistical method concerning the evaluation of the developments towards meritocracy of the civil service system. The comparative study of the civil service systems in European countries reveals the fact that the method is worth to be applied in any country. By reformulating a series of hypotheses from the specialised literature, specifically for the private sector, the method is validated integrally for the civil service system, and it could be applied also for other systems, such as education, health etc.
