Can business process reegineering (BPR) be successfully used to improve performance at public-sector agencies? This article explores the need to fully understand BPR before attempting to implement it in the public sector and discusses some of the differences in reengineering in the public and private sectors. When all is said and done, the success of a reengineering effort may depend on the capacity of the organization for BPR before it undertakes it.
