A landmark study that is said to cover all jurisdictions where enforced bicycle helmet compulsion lead to steep increases in helmet usage. The conclusion is that the jumps in helmet usage did not corresponding abrupt reductions in the incidence of serious head injuries. The trends in cyclists and other groups regarding %HI ( percent head injury) were very comparable.
