AbstractWhile the vast majority of the frequency spectrum is licensed to different organizations, observations provide evidence that usage of the licensed spectrum is by far not complete neither in the time domain nor the spatial domain. In this paper we present CORVUS, a vision of a Cognitive Radio (CR) based approach to create and use virtual unlicensed spectrum in a way not restricting the privileges of the original license holders. We discuss the basic notions of such an approach, as well as the general architecture and basic functions of CORVUS. Two companion papers will provide an outline of a possible specification of the
