Good algorithm for optimal spanning tree generation according to a distance function (modular and orthogonal to central algorithm).

Focus is on reliable "control" tree contruction and not multicast "data" distribution trees

Domain awareness (leading to good traffic localisation opportunities) is also given consideration.

No consideration was given however to node loss and recovery of the tree in the event is this.
