AbstractThis article discusses the causes of the limited effectiveness of foreign aid. The author provides a critical review of the institutional framework of the aid system, identifying informational asymmetries and inadequate incentives in the relations between donors and recipients. In the absence of automatic correctional mechanisms, the author emphasises the importance of strengthening subjective characteristics (attitudes, capabilities and values) for aid organisations. In this context, the author argues in favour of greater efforts to transform aid agencies by making them more learning intensive.
