X Abstract

Renewable Portfolio Standards have been enacted in several states and are under serious consideration in national policy debates. However, unless designed properly, the related market for renewable energy credits is prone to price volatility that could undermine the basic premises of imposing manageable obligations on retail providers, providing a stable source of funds for renewable energy generation, and contributing to electric fuel price stability.
